The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from different nations. Considerable effort is allocated on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly becomes grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Soon after, a automatic firearm opened up on a drone close by, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not change more in its benefit in the near future.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
